What a cookie is
A cookie is a small note a website asks the browser to keep, so that a later visit can pick up where the last one left off. Some sites use them heavily; this one does not use them at all on its own account.

None. The page has no accounts, no saved settings, no basket and no analytics: a cookie would have nothing to remember.
The one third-party request
The typefaces are loaded from Google Fonts. That involves two routine requests to fonts.googleapis.com and fonts.gstatic.com, which may set their own cookies. Google's policies describe that processing, and its pages explain how to control it. Everything else on this site loads from this site.
How to refuse cookies anyway
Every mainstream browser can block or clear cookies in its settings, usually under a privacy or site-data section. Blocking cookies changes nothing about how this page works, because it does not depend on them.
